Which two RoW heroes do you feel are the most similar/interchangeable? Why?
They do not have to be on the same team.

Emperor and Sivaz - and I think Emperor does the job better.
Then I'd have to say Cow and Rasputin are similar in a sense, although Rasp undoubtedly does a lot more.
I don't have any thoughts on cross-team similarities yet. I'll have to get back to this later.

I suppose, if we would go cross-team, there are some that get into the same kind of roles... Agnes/Tyr as long-range Agi Snipers is my first thought...

I've been thinking... Pretty close: - Lich & Tyriphe: Potent magical nukers with non-trivial attack damage and some global presence (teleporting and mana). Lich is tankier and has a slow, Ty has owls and a better teleport.
- Judicator & Ogake: Tanky push heroes with heals and AoE nukes.
- Psychic & Ephemeron: Squishy heroes with dis/positioning abilities and mostly magical damage.
- Sivaz & Emperor: I agree, both have mobility, silence, and knockback.
Somewhat close:
- Tempest & Maw: Magical damage, both benefit from units between them and their target.
Ty's arrows are filler, Eph is only part complete, and Sivaz' ult is filler. I may consider their completions based on what might make them more different from their peers.

Surprised no one did this one... Emperor-Flisk: Both work with confusing the enemy and surprise hits from invisibility.
Heretic-Scandal: Support heroes who really need a second hero to lane with to unlock their true potential. Both can be good at controlling lanes and rooting opponents in their place. Suspicious Links/Grim Anchor?
Geomancer-Polar Praetor: Both good at pushing lanes and can handle on their own. And both have destructible-summoning abilities (Icicle Express, Stone Prison) that they are designed to hit the opponent through for bonus damage (Rollout, Ancient Power).
Skirmisher-Krovikan Vampire: Both are skirmishing heroes who usually hit 'n' run until they see a chance to pursue their target.. and when they're in pursuit of you it's difficult to get away. However, both can be weak when taking damage directly but have their own evasive moves (Abscond, Black Veil)
Not as much: Garrondel-Stumpy: Heroes with large amounts of strength and can damage their enemies a lot while staying at a safe range.
Tyriphe-Maw: Both use a good mix of damage items and magical items to good effect to support their magical abilities and physical attacks.
